Recommendation (vii). Approve in principle but full consideration must await appointment of senior agri cultural staff, when detailed estimates can be worked out.
Recommendation (viii). Surveys. The cost of these would be met from the central allocation and not from the territorial allocation. It will, however, be impossible for these surveys to be undertaken during the next couple of years because of shortage of technical staff and high priorities ror surveys of a similar nature in other colonial territories.

It will be noted that items, 1, 2, and 7 may involve supplementary expenditure. This may amount to £150,000. It would still leave the grant figure for the New Territories below £500,000, but, in addition, loan money of £100,000 would be required.

I have not touched upon the Research items as these will require separate consideration in due course by the Research Committee and will, if approved, be financed from the central research allocation.
